PEF Community Report OUR CHALLENGE Comparison of per pupil funding by school district California ranks among the lowest in the nation in public school funding. With the passage of Prop 13 in 1978, funding methods for education in California were turned upside down. Palos Verdes Peninsula is towards the bottom in funding, but is rated in the Top 10 Best School Districts in California (Niche 2019). Today, all tax revenues go to Sacramento where they are distributed statewide according to a needs-based formula. This funding formula leaves PVPUSD with fewer dollars per pupil than what is needed to provide the education we want for our children.
